Free, until the parts you want are not
The OneNote app costs nothing, and so does writing with a pen. Copilot and AI voice transcription sit behind Microsoft 365, which starts at $9.99 a month for Personal, and some premium ink features such as Ink Replay go with it. Free covers the notebook, not the intelligence.
A binder is a metaphor, not a filing system
Sections, tabs and a freeform canvas recreate paper. That is wonderful with a stylus and awkward when you mostly type, search, and need the right note back in two seconds.
Getting content out again
OneNote exports to .one, PDF or Word. All three are real formats, and none of them is plain text, so moving that content anywhere else usually means reformatting it first.

Yes, to .one, PDF or Word. None of those is plain text, so moving the content into another app usually means reformatting. That is the main practical friction in leaving, and it is worth knowing before you have 400 pages in there.
